Remove unused IO_DELAY_GROUP parameter from JESD204 ADC cores 

The cores that handle the JESD204 ADC converters do not feature any direct
IO and subsequently no IO-delay blocks either. Remove the unused
IO_DELAY_GROUP parameter.
