AndreiGrozav	b1d2a069e8	adi_make: Update bin build flow for 2020.1 tools The 2020.1 Xilinx tools have a different tcl procedures to build the boot.bin file. adi_make.tcl
  -adi_make::lib
  -adi_make::boot_bin (executes the script adi_make_boot_bin in xsct)
